June 20, Colombo: Commander of the Army, General Shavendra Silva last evening (19) has ordered the immediate removal of the Army personnel who were involved in the alleged harassment of civilians in Eravur, from their duties.

After an alleged improper conduct of a few Army personnel in Eravur area was brought to the notice, the soldiers involved in the incident have been removed immediately on the directive of the Army Commander, the Army said in a statement today.

Photographic images showing a group of people who purportedly violated travel restrictions punished to kneel down on a street in Eravur were widely circulating in social media.

An initial Military Police investigation has already commenced after certain photos went viral depicting an alleged harassment, meted out on a group of civilians in one corner of a street in Eravur area, the Army Media Unit said. The Officer-in Charge was also moved out with immediate effect.

The Army said upon completion of thorough investigations, it would adopt strictest disciplinary action against all errant Army personnel. Ambika Satkunanathan, a former Commissioner of the Human Rights Commission of Sri Lanka in a Twitter post said this “punishment” meted out by the military can constitute degrading treatment or punishment as Article 11 of Sri Lanka Constitution prohibits cruel, inhuman or degrading treatment or punishment. It is also an offence under the Convention Against Torture Act.
