Jan 15, Colombo: President Gotabaya Rajapaksa has instructed the Secretary to the President Dr. PB Jayasundera to enlighten the Acting Inspector General of Police (IGP) Senior DIG CD Wickramaratne on making arrests.
The Acting IGP has been instructed to carry out arrests only when absolutely necessary and upon a decision taken with utmost care and strictly in compliance with the law since arrests are not part of the punishment and have a serious impact on the person’s reputation and social status.
The President has instructed that the arrest of any person should take place on the professional decision of the officers responsible for the duties and to ensure that the duties are carried out independently and without any intimidation or favoritism.
When carrying out such duties in regard to people’s representatives such as Members of Parliament and professionals such as doctors, Police officers must give due respect to the person arrested.
The President’s instructions also state that this directive applies to all Sri Lankan citizens without discrimination, and should not be implemented for any external purpose under any circumstance. They have also been asked not to be subjected to any unnecessary pressure.
Secretary to the President has advised the Acting IGP Wickramaratne to fulfil official duties prudently and when necessary to act in accordance with the instructions of the Attorney General.
