May 23, Colombo: The Bill proposing the establishment of '1990 Suvaseriya Foundation', an island wide pre-hospital medical care ambulance and emergency response service which is provided free of charge to the public was tabled in parliament today, State Minister of National Policies and Economic Affairs Dr. Harsha De Silva announced.
The objective of the Suvaseriya Foundation is to ensure every single person will receive high quality pre hospital care within 15 minutes.
"As at today we have taken just over 75,000 persons to hospital with medical emergencies in the six districts we operate with 12:54 minutes response time," the State Minister said in a statement.
The foundation will be an independent entity under the President of Sri Lanka and run by a board of professionals. The Board will consist of three ex-officio members and four other members appointed by the President. The three ex-officio members will include the Secretaries to Finance Ministry and Health Ministry and the IGP or their representatives.
The Minister said the island wide service will start in Uva Province next month and in the North Central province in early July expecting to have island wide coverage by end 2018.
Dr. De Silva said he will coordinate the project under the National Policies ministry with Dumi Ratnayake at the helm on a volunteer basis managing the expansion.
"This is a project dreamt up, designed, structured and implemented by our Government. We appreciate very much the grant (gift, not a loan) of USD 26 million by the people of India to initiate this life saving service," he said.
