July 18, Colombo: The distribution of the seats in the Uva Provincial Council was determined according to the Act of provincial council elections, the Commissioner of Elections Mahinda Deshapriya said.
Addressing a media briefing Thursday, the Election Commissioner said the number of seats for the Badulla and Moneragala Districts were allocated based on the population and geographical features.
He said that the senior officials of his department were responsible for the calculation and they were not influenced by any external entity.
The Commissioner added that the same procedure was followed in other provincial council elections as well, for example in the Central and Southern provincial councils.
He explained that according to the population distribution 20 members for the Uva Provincial Council should be elected from the Badulla district and 11 from the Moneragala District and when the geography is considered 3 seats should be allocated for Badulla District and 6 for the Moneragala District.
Accordingly, the number of seats in Badulla district reduces to 18 while Moneragala district will have 14 seats.
The Elections Commissioner emphasized that he has no power to change this composition granted by the Act.
The main opposition United National Party (UNP) opposed the Election Department's decision to redistribute the council seats in the Council saying that the government is attempting to prevent the UNP from winning the Council.
The Elections Commissioner said the elections for the Uva PC may possibly be held in at the end of September. The election date will be announced after the Election Department completed receiving nominations on the 6th of August.
