* UN SR commends Sri Lanka's post-conflict development, urges to address IDP situation

June 13, Geneva: The Sri Lankan government has undertaken positive efforts to rebuild the infrastructure destroyed during the conflict and the demining in return areas, post conflict reconstruction and development but still needs to focus on building livelihoods linked to durable solutions for internally displaced persons (IDPs).

Special Rapporteur on the Human Rights of Internally Displaced Persons Dr. Chaloka Beyani told the 26th Session of the United Nation Human Right Council (UNHRC) in Geneva on Thursday that he undertook an official mission to Sri Lanka from 2 to 6 December 2013 at the Government's invitation and visited Colombo, Jaffna, Mullaitivu and Kilinochchi.

"While welcoming the positive efforts undertaken by the Government to rebuild the infrastructure destroyed during the conflict and the demining in return areas, post conflict reconstruction and development should also focus on building livelihoods linked to durable solutions for internally displaced persons," Beyani said in his report to the UNHRC session.

He said measures should be taken to ensure that IDPs have access to adequate housing, social services and livelihood opportunities, and that the rights of IDPs, including the protection of internally displaced women from sexual violence, and the choice of residence of IDPs, are guaranteed effectively.

Dr. Beyani urged the Sri Lankan Government to take all necessary steps to address the situation of IDPs living in protracted displacement, as well as those who have returned or settled elsewhere in the North but still live in very precarious conditions and need more durable housing, access to social services, and livelihood opportunities.
