Apr 06, Colombo: The government of Sri Lanka has taken steps to hand over all operations at the Norochcholai Coal Power Plant (NCPP) to China Machinery Engineering Corporation (CMEC) for three years, Ceylon Electricity Board (CEB) sources have been quoted as saying in the local media.
The Ceylon Today newspaper has stated that according to a source, the Cabinet approved its paper on handing over the power plant to the Chinese on March 27. An engineer attached to the power plant, on condition of anonymity, has said that although the usual process is signing the Memorandum of Understanding (MOU) after receiving Cabinet approval, in this instance the MOU was signed before Cabinet approval was received.
However, Power and Energy Ministry Secretary M.M.C. Ferdinando has said Cabinet approval was received to sign an MOU to consult CMEC for technical instructions and to get equipment from CMEC to check the power plant’s standards. He says CMEC will spend money for this.
Ferdinando has added that the second step of the power plant is still in the experimental stage, and it will add 300 MW of power upon completion.
