Sri Lanka's nationalist JHU proposes the formation of a second chamber through constitutional amendments

Apr 02, Colombo: Sri Lanka's nationalist party Jathika Hela Urumaya (JHU) Thursday told the media that the party's proposal to form a second chamber is included among the amendments that are to be to introduced to the Constitution in the next parliament.
JHU theoretician and Environment Minister Patali Champika Ranawaka said that intellectuals including religious leaders would be included in the second chamber.
Ranawaka said amending the Constitution would be given priority in the next government after the April 8 general election.
"Some parties are challenging us to reveal the constitutional amendments that the government is proposing and there is nothing to reveal as many amendments which the JHU proposed and published prior to the presidential elections are included in the government's proposals," he said.
According to Ranawaka, the other proposals include the re-demarcation of constituencies, since the number of voters in some constituencies is too large.
It has also been proposed to form a mixed electoral system that includes features from the First Past the Post system and the Proportional Representation system, as proposed by the Parliament select committee on electoral reforms.
