* Sri Lanka hands over the report on GSP+ to EU members

Nov 06, Colombo: Sri Lanka today handed over the observation of the government on the European Union's report on extension to the GSP+ trade concession to the Heads of Missions of the EU member states.

The Foreign Affairs Ministry said the Foreign Minister Rohitha Bogollagama handed over a document titled "Observations of the GOSL in respect of the Report on the findings of the investigation with respect to the effective implementation of certain human rights conventions in Sri Lanka" to the Heads of Missions of the EU member states in Colombo.

Another document addressed to the President of the European Commission was also handed over to the Head of Delegation of the Commission in Sri Lanka, the Foreign Ministry said.

Sri Lanka President Mahinda Rajapaksa assigned four members of the Cabinet, namely the Ministers of Export Development and International Trade, of Disaster Management and Human Rights, of Justice and Law Reforms and of Foreign Affairs to analyze the European Commission Report of 19th October, 2009.

The European Commission handed over its report to the Government of Sri Lanka (GoSL) on the implementation of 3 of the 27 UN Conventions relevant to its GSP+ benefits that were of concern to the EC.

The Commission came to the conclusion that there are significant shortcomings in this area and that Sri Lanka is in breach of its GSP+ commitments.

The Commission said it was determined to pursue its dialogue with Sri Lanka on the substantive human rights problems identified in the report and the steps that Sri Lanka can take to address them.

The EC allowed the government to make any representations on the decision or the report by November 6, 2009.

Foreign Minister Bogollagama expressing confidence that the Observations provided by the government would be extensively examined by the European Commission and the findings reflected in its recommendation to the Council of the European Union said it would facilitate the continued constructive engagement on the relevant issues between the Sri Lanka and the institutions of the European Union.
